Becoming the first Russian man to win any world title since the breakup of the Soviet Union, Markov covered the first half in 42:51 and the second in 40:43, the winning time of 1:23:34 being the slowest yet at the World Championships, understandable in view of the sweltering heat. Striking out 4 kilometres from the finish, former World Junior Champion Markov won by the handsome margin of 45 sec over blistered and dehydrated Olympic Champion Pérez with defending title holder García third. Pérez and García left the pack after 15Km, with the former proving stronger. Martínez, who had set a world road best of 1:17:46 earlier in the year, was disqualified again, as he was in the 1996 Olympics, 1997 World Championships and 1999 World Cup.
 The Men's 20 km Walk at the 1999 World Championships in Sevilla, Spain was held on Saturday 21 August 1999, with the start at 18:45h local time.

The Russian walker Ilya Markov was proclaimed World Champion with a performance of 1h.23:34. Markov was third in this distance in last World Cup at Mezidon. Markov became tonight the first Russian walker to win the World Championship 20km. The first part of the event was contested at a conservative pace with a compact group which included all the favourites. At 5 Km. the 25 athletes who were in the group clocked 21:10. headed by Markov. He was followed by the world best holder, Guatemalan Julio Martinez and the reigning World Champion Mexican Daniel Garcia. At half the distance all the favourites stayed grouped with Markov, Martinez and Belarus' Yevgenyev Misyulya headed a crowd of over 20 athletes including the Olympic Champion, Ecuador's Jefferson Perez. Later the group broke when the Italian Alessandro Gandellini left it and clocked 1h03.44 at 15km. Markov reacted quickly and established a lead on his own, while Daniel Garcia and Jefferson Perez settled for the other medals. The positions did not change until the end and Markov arrived as a clear winner in 1h23.34, followed by Perez in 1h24.19 who finally left Garcia, third in 1h24.31. The fourth finisher was the winner of World Cup '99, Chinese Li Zewen with a performance of 1h24.43.
