As in the boycott-affected event in 1976, little action was seen before the final, with Wells (20.59) and Mennea (20.60) producing the fastest times in the second round. Leonard won the first semi-final, with Gilkes (20.87) missing out on the final, despite being quicker than Lara (20.93), who was fourth in the other semi. Leonard suffered in the draw, with the inside lane, while Mennea was on the outside. Wells was the fastest starter in the final, making up 2m on the Italian in the first 20m, and held that margin over Mennea and Quarrie into the straight. Wells began to tighten up after 150m, while the Italian looked like a man running downhill, as the burly Scotsman struggled. Mennea went in front with 10m to go, Wells dived at the line to no avail as the Italian got his revenge for defeat a year earlier in Turin in the European Cup 200m (by the same .02 margin, 20.29w-20.31). Quarrie just edged the unlucky Leonard for the bronze medal.

Although the American boycott in 1980 would seem to affect the sprints dramatically, several top sprinters were still in Moskva, led by defending champion Don Quarrie. And in 1979, Italy's Pietro Mennea had broken Tommie Smith's vaunted world record, running 19.72 at altitude in Ciudad de México. He had also won the European title in 1974 and 1978. The 1978 Commonwealth Games champion, Scotsman Allan Wells, was also highly considered and had won the 100 in Moskva. In the final, Wells started fastest, leading by two metres onto the straight. But Mennea closed quickly and edged out Wells, who dove at the line to no avail. Quarrie never really challenged for the gold but held on for a bronze medal, narrowly outleaning Cuba's Silvio Leonard.

The boycotting American team would have been no match for this field which included the world record holder, Pietro Mennea, the third fastest man in history, Don Quarrie, the fastest man in the world from 1977, Silvio Leonard and the newly crowned Olympic 100 metres champion, Allan Wells. Random lane draw put the two semi-final winners on the outside, Leonard having the misfortune to draw lane 1, Minnea in lane 8. Wells, was just inside of Minnea in 7 while Quarrie drew lane 4. Wells just eeked into the final with a fourth place in his semi-final. Had timed qualification been involved, he only had the tenth fastest time in the semis.

Wells, who disliked using starting blocks but used them, was out fast, making up the stagger on Minnea 40 metres into the race. Coming off the turn, Minnea was two metres back, behind both Leonard and Quarrie. Minnea accelerated down the straightaway edging closer to Wells on every step. He caught Wells 5 metres before the finish and continued past him for the win, regarded as one of the great comebacks in Olympic sprinting. Quarrie was able to outlean Leonard for the bronze.
