UEFA (Europe)

The European Qualifiers for men's football competitions at the 1988 Summer Olympics to be held in Seoul. The tournament took place from 10 September 1986 to 31 May 1988 including a preliminary round. At the end five countries qualified including West Germany, Italy, Sweden, Soviet Union, and Yugoslavia.

The draw for the tournament took place soon after the 1986 FIFA World Cup in Mexico. Out of 34 European football nations at the time in tournament participated only 27 with five allowing for qualification to the Summer Olympics football tournament. All participants were split in five groups of five teams with winners of each qualify for the Olympics. Four teams were contesting two berths in two of five groups.

Seven football nations that did not participate included four team of British islands (England, Northern Ireland, Scotland, Wales) that refused to form the unified Great Britain team required by the International Olympic Committee (IOC), Malta (never fielded its team previously), Luxembourg (not fielding in 1980s), and Albania (political restrictions since 1972).

For the tournament returned Turkey and Warsaw Pact nations that chose not to participate in the 1984 Olympics football tournament in Los Angeles such as East Germany, Poland and the Soviet Union.

For this European qualifier were allowed professional footballers, but under condition that they did not take party in World Cup competitions including its qualifiers and final tournament. The rule was implemented for teams from Europe and South America by the IOC to level chances between "football" and "non-football" parts of the world.

Formula

The formula included only one elimination round.

The 27 teams were divided into 5 rounds, group 1 and group 4 were composed of 6 teams while the remaining groups were composed of 5 teams. We wanted to make sure that all the groups were composed of 5 teams so in group 1 and in group 4 we had to face a preliminary round. Two teams from group 1 and two teams from group 4 had to participate in the preliminary round (the remaining 4 in each group were directly involved in the group stage), it was composed of a play-off round; the winner of the play-off took part in the group stage.

The group winners would have qualified for the Olympics.

CONCACAF (North, Central America and Caribbean)

The 1988 CONCACAF Men's Pre-Olympic Tournament was an assosciation football tournament that took place between January 1987 and May 1988 to determine which national teams would participate at the 1988 Summer Olympic Games.

United States and Guatemala qualified for the 1988 Summer Olympics. Mexico had originally qualified but were disqualified by FIFA for the Cachirules scandal.

The Cachirules scandal was a 1988 association football scandal in which the Mexican Football Federation (FEMEXFUT) was found to have knowingly used at least four overage players on the Mexico under-20 team which played at the 1988 CONCACAF U-20 Tournament, a qualification tournament for the 1989 FIFA World Youth Championship. FIFA, the world governing body, imposed a severe sanction on FEMEXFUT, banning its senior and underage teams from all international competition for two years (1988–1990). As a result, the Mexico national football team were absent from the 1990 FIFA World Cup. The scandal has been considered a turning point in the history of football in Mexico and North America in general.
